GE side by side freezer leaking & not cold enough

I have a 2003 GE side by side fridge. A few years ago it was leaking. A repairman came out and found the drain hole plugged/frozen. He showed me how to unplug it if it happened again.
About 2 weeks ago, it leaked again. I saw there was a sheet of ice at the bottom of the freezer. I inserted a small plastic hose the repairman left me and it would not go down the drain hole. So I put hot water down the hole a couple of time and then I could insert the tube. So I just got rid of all the ice at the bottom and all was well. About a week later, I noticed water on the floor again and another sheet of ice had formed. The drain hole was not plugged (I checked with hose again). But I also noticed frozen water dropletts all over the items in the freezer. So now I’m thinking the freezer was not cooling enough and have it turned up to the coldest setting. What could be causing this problem?
