Whirlpool ED22DQ ice maker overflowing

The icemaker and water have not worked for a while, so there was no ice in the icemaker (empty) and no frozen water in the lines (I turned the refrigerator off for a couple of days just to make sure). We brought a repairman for the refrigerator and he said all was good but that there was no water supply to the refrigerator. Turns out the tubing was clogged; we replaced it and fixed that problem. Now we had water coming out in the dispenser and is working fine. Then, after a little while I opened the freezer door (side by side model) to check if the icemaker was working and found water was spilling over into the freezer! I closed the valve under the sink that supplies the water to the refrigerator and of course the water overflowing stopped. I then unplugged the refrigerator (no power) and opened the valve under the sink and waited…water started overflowing again! I figured this could be the water solenoid (inlet water valve) that it’s not working (stuck in open position)…but would like the opinions of more experienced people in here…what else could be causing this?? The water supply NEVER stops, it goes on and on and on (I filled half a bucket until I got bored and just closed the valve under the sink). Not sure is the water fill volume set up as it never stops supplying water (again, even without power to the refrigerator).
