Bake Element

Hello, This is my first post to this forum and I hope someone has had the same issue with their Dacor MSC130B wall oven bake element not heating to point me in the write direction. The broiler and convection both work, I tested the bake element and Resistance is fine. I replaced it anyway and got the same results. All the research I did pointed to the control board that I replaced and again, same problem. I pulled the oven out and there is power going through the bake element when bake is selected and shuts off when deselected. I checked the Hi/Low switch that is fine I thought it maybe the relay board but it appears to be working properly. The odd issue is when I put my power tester near the bake element when bake is selected, the tester registers power but does not heat. The broiler element works but does not set off the power tester? So, I press bake and the broiler and convection fan come on but not the bake element. Could it be the thermostat? Thanks
