I removed element & tested with volt meter. Should have been 240 volts when oven was on, and was only reading 36 volts. Tested element and ohms showed to be 18 ohms. Is the element still good? If it isn’t the element, what could the problem be? Upper element works.

Sounds like the control board is toast.
Either the bake relay contacts are shot or the electronics on the board are not closing the relay when they should.
I would unplug the unit and check the wiring from the board to the element just to be sure it is OK.
I am assuming that the oven either never comes ready of takes a very long time to come ready due to only the broil element running.
I have a similar problem but with the broil feature. I think it is the control board but the control board has been discontinued. Does anyone have a solution?
There are companies out there that repair obsolete control boards, just Google "appliance timer repair"
Note that some units have a thermal cutoff in just the broil element circuit so you have to be sure yours is not one of theses units.
