bottom element not working

my wife was cleaning the oven with a spray and the bottom element of the top oven began to heat up but the oven was not turned on in the heating mode at all, the door was the only thing open. i removed the oven and tested the element and noticed that there was no complete circuit, ie, the ohm meter did not beep when i touched the two leads. i did notice that i received 28 ohms when i connected the leads though. i tested the thermal fuse and the ohm meter did beep when i touched the two leads. I did replace the heating element but no change, ie the bottom element will not turn on. note that the top element in the oven does work fine though. i tested the new elements and the ohm meter didnt beep either and i received about 30 ohm across the two leads. what should i try now?

A cleaning stuff sprayed on the heating element caused an electrical short which probably caused damage to the control board.
