I can manually move the timer to the end of the wash cycle, I can get it to drain and spin. But in automatic, the timer just moves through the rinse cycle without draining or spinning. Same at the end of the complete cycle, just leaves water in tub w/o draining or spinning.
Since it does seem to operate ok mechanically the likely problem is the timer. Replace it and see if that clears up the problem.
