Defrosting problems in freezer

I noticed a problem with the freezer yesterday. The ice from the ice maker up top was melting and then refreezing at the bottom. An infrared thermometer confirmed 45F at the top and 0F at the bottom.

After much reading, I believe I have a conclusion, but want to get experts’ opinion before I lay out the cash.

Defrost thermostat ohms at 0 when < 40F, and maybe 3-4 ohms at 53F (did not test higher). Defrost heater has continuity and ohms at around 22 ohms.

Evaporator fan runs when connected and the freezer is plugged in, but does a few 1/8 turn false starts before it gets going. Evaporator fan leads ohm at 2kohm white to red, and 0 at white to yellow.

Circuit board leads have no voltage within a couple minutes of plugging freezer in on red-white and yellow-white.

This leads me to believe I need to replace evaporator fan and circuit board. But I’m confused at to why the fan does manage to come on eventually when plugged in normally? Can someone clarify this for me, or suggest additional tests? Thank you!

You probably have a distorted square wave from the motherboard which may have been casued by the evaporator fan motor, I would replace both items.
