dishwasher stuck at rinse cycle

My Kenmore dishwasher gets stuck at the rinse cycle. The water heating light comes on, but the cycle won’t advance beyond this. We have pulled the dishwasher out and tested the element and the hi-limit thermostat for continuity and they tested that they are working. I have opened the door at the point where the cycle is stuck and there is water in the bottom of the dishwasher, but the water level is below the element, so the water is not touching the element. Any help would be greatly appreciated.
