During the spin cycle, the drum alternates slowly but does not spin

I have a Frigidaire Front Load Model GLTF1670AS0 that does not spin. During the spin cycle the rinse and spin lights are on, the pump starts and the drum rotates slowly CW for a min or so, then CCW for a minute or so and repeats throughout the cycle. The pump stops running sometime during the cycle as the drum continues slowly alternating direction until the cycle is complete. Per the troubleshooting tips on the Tech Sheet for a drum motor that does not run at all, it directs you to check resistance on the motor windings. No problem there. Then remove the 6 pin connector from the speed control board and check resistance between pins 1-2, 2-3 & 3-1. Replace the speed control board if the resistance is not 3 Meg ohms +/- 10%. This one checks approx. 180 K on all three checks. Since motor does run slowly during the cycle even though the resistance checks are low, would you still consider the speed control board as the most likely culprit for this problem?
