This error code is on the top oven only. I know it’s the temp sensor, so what I did was to remove the temp sensor from the bottom oven and swap the two. Is this a proper test for testing the sensor? I still get the F3 error code on the top oven. Is my next step changing the control panel?

You need to check the resistance of the sensor at the control board.
Unplug the oven, open the control panel and locate plug J3 at the control board.
Disconnect the plug and check the resistance between two white wires. The meter set for 10 kohm.
At the room temperature the resistance should be around 1100 ohm.
Check the wire harness between the sensor and the control board.
Only then if everything check out fine - replace the control

I ordered a new control panel and installed. Everything works except the top oven won’t heat, broiler or bake! I don’t get theF3 error code anymore. But the top oven won’t work!
You said you replaced the control panel?
The control panel is the part with the keypads. The control board is the electronic control behind the control panel which was recommended to replace by Simon.
So, which part did you replace? I’m confused.
Did you check the upper oven temperature sensor?

Gene. I replaced the control board. I did check the temp sensor, I even swapped it with the lower oven that works. Anyway could this be the limiter switch?
Hi.
Please check if the new control board is wired in correctly. The limiter switch according the wiring diagram is only in the lower oven circuitry. Witch doesn’t make much of the sense.
See if you can physically find thermal limit switch in the upper oven or reset (if needed) the lower one. It’s in the L2 leg.
