Whirlpool Washer llc7244aqo begins filling normally. After about a minute, flow rate slows down to a trickle. Acts like a voltage drop to fill valve solenoids so they partially close. Is this possible? Doesn’t matter if temp setting is hot, cold, or warm. Doesn’t matter where water level switch is set. Doesn’t matter which wash cycle is used. If machine is shut off for a minute, then turned back on, same thing happens. Strong flow slows to trickle. Same fill symptoms when timer is turned to start rinse cycle. When I turn timer to spin, machine spins, empties and shuts off properly. I have not tried filling machine manually to see if washer or rinse cycle kicks in. Fill valve replaced - it was dripping while machine off. Water level switch replaced - no change. I have seen electrical parts malfunction only when they have heated up in other situations. If this unit had a power supply, I would suspect that issue. I am somewhat baffled here.
Check the voltage directly across the solenoid terminals while its filling to see if it drops.

But I doubt that is your problem.
I have never see a water valve that will partially open due to low voltage.
They are basically a solenoid so are fully open or fully closed though they can leak, they cannot be partially opened by varying the voltage.
I also doubt that it is the level switch.
Besides you have replaced both of them.
I would do the following before checking the voltage just because it is a bit easier and a lot safer than doing a live voltage test.
I would look at the water supply.
Do you have the same problem with other plumbing fixtures in the house?
Are you on city water or is this a well? Could be a problem with your water system.
Is the washer protected with a burst pipe system? These can cause problems.
That it effects both hot and cold is a puzzling.
My first thought was that it is a bad cold water fill hose.
They can de-laminate internally. Then when water flows the flap (de-lamination) is pushed inward and shuts off or reduces water flows.
Remove the hoses from the washer .
And try running them into a pail to see if the flow still reduces.
Remove the hoses and check both ends. Some hoses have a screen filter built into the sealing washer that you should check/clean.
Swap the hoses (Hot/cold) to see if that makes any difference.
There was a problem in the unilever style shut off valve in the washer box in the wall. When it was replaced, problem went away. Thanks for the suggestions. DD
