The freezer is at l5 degrees and the refrigerator is at 36 degrees. When this happpened before the tech changed the circuit board. Condenser fan is not running. Any suggestions? I could use a good trouble shooting procedure for this refrigerator.

The mother board was replaced about 1 year ago. At the time the freezer was 19 degrees and the refrigerator was 39 degrees. The tech replaced the motherboard and didn’t replace the condenser fan. Last night I unpluged the refrigerator, waited a minute and plugged it back in. The area by the condenser fan was very hot and the fan was not running. I put an electric fan on the floor behind the refrigerator to cool it down. The temperatures were 14 degrees freezer and 38 degrees refrigerator. After an hour the temperatures were 15 freezer and 37 refrigerator. After about 3 hours the temperature in the freezer came down one degree. By morning (8 hours later) the freezer was -1 and the refrigerator 39. Three o’clock this afternoon the freezer is running at -4 and the refrigerator 38’. Any idea what the problem is? Could it be the defrost timer? Is there some way to check the current draw on the condenser fan?
