Freezer too warm

Need help. I have a freezer that is too warm and an ice maker that is slow to produce ice. I suspect it is related to the temp being too warm in the freezer as it never gets below 13 degress F and normally is at about 19. The fridge section is at the right temp. I have removed the freezer back panel and noticed the ice buildup on the coils which I melted multiple times during the diagnosis. I tested the defrost coil (suspecting a defrost issue) and it works. I replaced the fan and wire harness which includes the defrost themostat, freezer temp sensor, etc. but no luck. I then replaced the main board suspecting the control of the compressor and fans is incorrect. Do I have a small leak in the compressor?

I am starting to think nobody can make a quality appliance any longer, American or import. This thing is only 2.5 years old!
