Freezer too warm

Freezer has been operating between 20 and 40 degrees. Compressor runs for an hour then shuts off along with condensor fan. Freezer fan keeps running. Food in freezer defrosts then refreezes once compressor kicks on after being off for 2 hours or longer. Technician installed new control box kit 5304482075 but it didn’t solve the problem. He concluded that I had a bad compressor. Hired another tech to check out the compressor. He jumped the control to force compressor to opertate continously. It’s been running for over 12 hours and freezer at sub zero temp. Obviously compressor not the problem. Tech believes that the new control box kit is defective. I’m skeptical. Does anyone have a similar experience. I can’t continue to hire techs to keep changing out parts? Thanks
