fridge and freezer warm no frost build up

over under freezer fridge, top was not defrosting therfore frige and freezer were warm, changed the defrost timer. Now there is no ice build up but the freezer and fridge are still warm. I tested alot of stuff so there will be extraneous info. The defrost heater has a set resistance and receives power, the compressor and fan are working, the fan in the freezer is working, the gaskets are fine, the drain is not clogged, the defrost timer when manually turned kick in a defrost cycle and automatically advances like it should,the condenser coils were vacumned, the light switch works, I bypassed the temp control and the current kicked on the compressor. The only things I can think of are the thermostats may have a problem or a sealed system problem. I don’t know how to do a quality control check for a thermostat.
