Fridge cover inlet discharge removal

The refrigerator section of this GE side-by-side model GSS25TGPACC is too cold (barely above 30° most of the time). Browsing through the forums led me to believe that the damper assembly might be bad, causing too much cold air to enter from the freezer section. So, I ordered part # AP3775595 last week, got it on Saturday 1/1, and attempted to replace the original. I reached a stumbling block when I got to the removal of the Cover Inlet Discharge.

It seems that the Damper Assembly is screwed to this Cover Inlet Discharge, but I see no visible way to loosen the inlet discarge to get at the screws. There is a screw visible near the inside bottom of the discharge cover, but it is not accessible with a screw driver. How can I remove this cover inlet discharge in order to replace the rest of the damper assy? Thanks.
