Frigidaire dryer turns but no heat

Dryer works on "no heat" setting. On any heat setting the motor runs for less than a second, then the machine closes down, and the panel lights flash "95". The manufacturers test sequence gives the error code "9E". Neither of these codes is in the error code list. The control thermistor, high-limit thermostat, & thermal limiter all check OK. In any case, I don’t think they would produce the behaviour described. Any Ideas? The heater is 240V, 4500W. What should its cold resistance be?

I did find a reference to an E9E error on a unit with a digital display.
It was a low voltage or intermittent voltage error.
Found a couple folks who had this
One was a bad wire in their house wiring.
The other was a short at the control board to the frame.

Resistance should be approximately 12.8 ohms
FYI formula is:
R= E2/P
Resistance equals voltage squared divided by watts

Remove both wires from the heater and check it’s resistance.
Then check from each heater terminal to the frame/case, both should be infinite ohms. If not you have a grounded element.

Thanks Denman. The error code 95 I quoted was in fact 9E. Iread the flashing lights wrong. Additional symtom: the terminal of the heater relay on the main control board had overheated and started melting the plastic. I changed the main control board (cost 200$!) and it works.
