Gas Dryer Does Not Stay Hot

My dryer starts off ok and within 5-10 minutes will cool down. After a few minutes it will get hot again then cool down…etc. It may take three hours to dry some clothes that normally would take 45 minutes. I have taken the whole thing apart and cleaned out a lot of lint including the vent. After putting it back together, it behaved the same way. Thermostats check "shorted". Any ideas? I think it is related to the high limit sensor opening prematurely to reduce the heat.

Does the flame ignite every time when the ignitor glows?

If the answer is "no" then replace the gas valve coils.

If the answer is "yes", replace the hi-limit thermostat.
