GE electric OVEN broiler works, baking element does not

GE oven model JKP16GJ6BG baking element does not get hot but element tested ok

Broiler works but baking element does not

Wondering if the whole control panel needs to be replaced? Or perhaps a smaller part?

Baking element tested okay by two people so I know it works fine.

Please advise and your help is greatly appreciated.

Serial number is GF603261G
