Hello,
Gas GE Oven XL44 spectra, it will not come up to temp unless a top burner is on too.
Any thoughts?

Only that it has to be a coincidence. There is nothing in common with the two systems besides the main gas supply to the whole appliance.
Your oven uses a ‘hot surface’ (glow ignitor) ignition system. The page at the following link describes what observations are needed to start diagnosing problems.

Dan, thanks, I have looked at the troubleshooting stuff. I disconnected a lead from the igniter going to the bottom of the valve. then I hooked in my ammeter. Although it "glowed", I did not get any reading from the meter, so I swapped the leads. nothing. Guess either that it is hooked up wrong or the current reading part of the meter is bad.
I was going to swap the igniter from the broiler (that works just fine) but it is not easy to get to the connector. looks easier to just order a new one, try that…(about $50)…then if that doesnt work,order a new valve (about $95 shipped)…
wouldn’t be the control board would it?
hard to tell if the igniter on the bottom compared to the top one "glows" any brighter, maybe the top does glow more, not really sure on that.
All the control does is switch power to the ignition circuit. As long as power is there (as indicated by a glowing ignitor), the control is doing its part.
It doesn’t matter. All that does is its amperage draw.
It is the most common (~70-80%) troublemaker in such an ignition system.

The igniter came today, normal shipping and it still only took 1 day to get here… this site was also the least expensive!
10 minute fix. oven heats up just fine.
If it matters,
I checked the new igniter,250 ohms,
old one was 175 ohms,

For the GE oven, type XL-44, we had a mountain cabin oven that would not heat up past 100 deg. Based on the two posts where the oven would heat up with the stove top burner was on, and because that was easy to try, we gave it a shot.
And success! The oven heated up right away to the correct temperature.
Not sure why it works, but if you’re in that situation, give it a shot…
