GE Profile Convection Oven Won't Heat

I have a GE Profile double wall oven. The top oven has a convection feature that will not heat. I can set the temp on the control panel, the fan turns on, but it never heats up and just reads 100 on the display.

The regular bake feature works as well as the broil feature. I have checked the thermal fuses for continuity and they are fine.

What should I check next?
