GE Profile Washer stops filling midway through the initial fill cycle- on Cold. Must change to Hot water for system to restart. System stops again at beginning of Rinse cycle.

OK, good. This model has a mode shifter and an inverter with a blinking light on the inverter that gives error codes.
Here is a link to the interpretation of the error codes. The first thing to do is a reset, sometimes that is all that is needed.
Hello Again. I completed the Reset. When washer reached the Rinse cycle, it did completely fill… Which is an improvement. It would only fill half way previously.
However, after filling on rinse cycle the unit shuts off. To complete the wash, we must turn selector to Drain/Spin and Restart.

Ok, try the reset again, and if that does not fix things check the error codes.
The Reset process worked for 2-3 wash loads. The unit then reverted back to original issue, ie., Stopped at Rinse cylce. Would not fill. This also occurred for 2 loads.
Then washer would not fill at initial start.
Tried "Reset" again… no change.
The problem could be the motor/inverter or the control board. I suspect the control board so go ahead and replace it. If you buy the part from this site and it does not fix the problem you can return it.
Hello Again… After some time traveling I finally got the replacement Board ordered and installed. The swap-out went well…no problems. However, the washer still Stops and will not fill for the Rinse cycle. (We fill the tub by hand, then rotate dial to Drain/Spin to complete the cycle.
I tried the Reset --Opening/Closing lid method, with no change in results.
Hopefully, you have another magic solution.
