GE refrigerator - freezer coils??

This is a photo of the freezer coils in our GE Profile pfs22sisbss. Its almost 9 years old. We had a company come out twice in the last 6 months and replace motherboard, a few valves, fixed a supposed freon leak, filled freon, blah blah blah, but after 2 visits and $700… I’m about ready to take a sledgehammer to it and blast the repair company on every review site I can find.

The refrigerator only gets to about 42 (set at 37) and freezer won’t get below 20 (set at 0). I’ve unplugged, cleaned all coils I could, compressor is very hot to touch, fans are all working, no fuses blown but the coils in the freezer do not look right to me.

Any input or suggestions would be great. Is this a sealed system problem? Ready to scrap it and buy a new one if I can’t fix it for less than another $150-200.
