GE Washer not spinning

My wife told me the washer was working fine but when it hit the spin cycle it would not spin, and she smelled a kind of burning smell. I smelled it too.
The tub was drained but wouldn’t spin.

I removed the front cover and tried it again. It would fill, then drain, then try to spin but wouldn’t get going. I tested the lid switch, and it was triggering the motor drive fine. The motor would try to kick in and would rotate about 1/8 of a revolution, then stop and bounce back. I spun the drum by hand a bit, then clicked open/shut the lid a few times, and it tried harder to spin, but would stop. I manually turned the assembly under the drum (piece with the counterweight) and the motor would spin it about 1.5-2 revolutions, but then would slow to a stop again. The motor burning smell persisted. The belt was fine.

Unit is about 7 years old and has had no issues until this load. GE model WJSR4160D5WW.

Ideas? Thanks in advance for your assistance.

It should be relatively easy to rotate the motor pulley by hand (CW as viewed from below) which will turn the belt and rotate the large pulley and transmission. Use two hands to continuously rotate the motor pulley to see if something is binding the tub. Could be clothing between the tubs. Could also be a problem with the brake cam which releases the transmission brake.
