GE XL44 Oven/Broiler Won't Light

GE XL44- Neither the broiler nor the oven will light. Neither igniter glows. Range burners work.
Is it one of the igniters or the dual safety valve?

Also, the broiler goes on when I uese the Oven Cleaning setting.
