How do you determine it is element & not switch

I have a General Electric JP930SK2SS Electric Cook Top range which is less than 5 years old. The bottom right 9" burner does not work. How can I detemine if it is the element that is broke and something else that does not allow the burner to warm up, such as the switch from the knob? All of my other 3 burners work fine. Thank you.
