We are having a problem with water filling up in the freezer and turning to ice on the bottom of the freezer. THe freezer is not defrosting, no water going into the drip pan below. Frezzer temp. is too cold.

It sounds to me that the unit is defrosting (that is where the water is coming from) but the tubing from the freezer to the drip tray is plugged. Unplug/check it.

This is probably a separate problem. Freezer should be 0 to 5 degrees F.
I would check it with a thermometer.
Let me help you out here, since I have repaired these a gagillian times. If the refrigerator is getting to cold, the cold control would be the issue as far as the too cold temps. If the freezer is too cold, but not the refrigerator, it would be due to the frost build up off the frezzer drain, and the air holes to the refrigerator, are blocked by ice. If you need the cold control, the part # is 2200859. Anyway, we need to repair the problem of the frozen drain. You can do this 2 ways. You can take the icemaker out of the freezer if you have one, and then take the back off of the freezer section, and knock all the ice out, and get a blow dryer, and the drain hole will be in the center of the drip pan. You need to get that drain hole unclogged with ice. It is about 5 inches deep with ice. When you think you have it, poor hot water down the hole. If you hear it drain in the pan on the bottom, you have it. If not keep going till it does. Or, you can unplug the refrigerator for 24 hours with the door open, and it will defrost, and drain on it own. Either case, the reason, most of the times is that the refrigerator front should be a little higher then the rear. A way to check is to open the door, about a foot and a half, and then let it go. If the door closes on its own, then it is properly leveled. If you need to raise the front, take the bottom grill plate off the front of the refrigerator, and there will be a screw on the left corner, and one on the right corner, and if you turn them clockwise the front will come up.
