My lower oven will not turn on. The control panel will turn on upper oven but just beeps when trying to turn on lower. This happened after both ovens were used at high temps at the same time. Is it a relay or the control panel that needs to be replaced?

I am assuming everything seems normal just no heat.
The unit stays i n preheat and never comes ready.
Could the the hi-limit thermostat (item 7 in section 01) is open.
Remove power from the unit and check it with a meter should be 0 ohms.
