Lights on, neither fridge/freezer work

I have a Amana ARB9059CS refrigerator/bottom freezer. The lights are on and neither the compressor or compressor fan have power (tested with circuit tester). The compressor felt hot to the touch which I initially got to the back of the unit to see what was going on.
Turning the thermostat dial in the fridge or the freezer does not cause any noises (fans, clicking of the compressor, buzzing etc.).
I suspect that the defrost timer or temperature control are "stuck".
So far I have the clear plastic cover pulled off on top of the fridge. I’m about to see if I can get to the defrost timer screw.

Does anyone have any suggestions of what could be wrong? How do I know the problem is with the temperature control in the fridge and not the freezer? Is it a safe bet that the compressor/compressor fan/compressor relay are probably ok because there is no clicking/buzzing and no power? Why was the compressor hot if I think the fridge is a defrost cycle?

So I tried turning the defrost timer without any luck. I set the temperature control in the bottom freezer to the coldest setting and the evaporator fans turned on and there was power to the compressor and compressor fan. The fan turned on but the compressor did not. I suspect the compressor starting relay or thermal overload may be affected.

If the compressor is hot, but not vibrating, I would replace the start device on the side of the compressor.

if the condenser fan isn’t running it’s probably not a sealed system issue.
I would look at the defrost system, as your problem.
Do you own and know how to use an OHM meter?
