maytag washer question

I have a Maytag Performa pavt234aww washer. It will not go into the agitate cycle and overflows (water does not shut off). It will drain and spin and otherwise, no unusual sounds. One expert told me the likely cause is the water inlet valve. Does this seem reasonable?

If you have to turn off the water supply to make the water stop entering the tub then the water inlet valve is bad. If unplugging the washer stops the water running into the washer the problem is in the water level control. actually, I am now noticing water leaking out of the back of the unit. I can make the water stop flowing by either unplugging the unit or by pushing the timer button in. I suspect then you beleive it has something to do with the water level controller. any addtional thoughts would be very much appreciated. thank you for your help!
