I purchased a new igniter part # 12400035 i have installed it,and it is not glowing. I have power to the igniter and power to the valve.

I checked power with a voltage meter. The meter indicated 120v. I have checked continuity now, however I assumed continuity was ok with 120v at the valve.

If there is 120 VAC to the igniter while the control calls for heat, and the igniter has continuity then it must glow.
Might be there is something wrong with the tests you performed or their descriptions you posted.

I don’t think I have performed the test wrong. I think I have a bad igniter. However, Appliance parts pros will not replace it without your approval. However, I am willing to try something different if you give me a suggestion.

What is the exact resistance reading of the igniter?

I’m not sure how to read resistance,I have cheap multitester with 1k ohms.the reading is between 0 and 1, with 5 divisions between 0 and 1. The needle reads between the first and second division.I would call it .30

Sounds like the reading is about 300 Ohms which is good.
Can you unplug the igniter wires and retest the voltage?

I have unpluged the igniter and retested voltage,then pluged igniter in and tested voltage coming out of igniter and both are 120 volts, and still no glow. On my tester the range is 1 to 1000 and the reading is than 1 at .3.Is that 300 ohms.
