No 110V at Ice Maker Plug

I have a Kitchen Aid frig with an Ice maker issue. It does not make any ice. The water dispensor works, the LED appears to work (it stays lit with the door open and the beam blocked). I am assuing the solaboid valve works (tried to swap plugs with the water dispensor but the spade connectors are different size). I removed the Ice Maker and found it had some corrosion in it and the coating on the aluminum tray is comming off so I am going to replace the ice maker itself for sure. My concern is that when I measure the voltage at the Ice Maker plug in the freezer I’m only getting 34 volts. Is this an indication of a bad control board?

I appreciate any assistance I can get.
