Sorry but I find the above confusing.
Is it I have 240 volts on the main lugs re : the terminal strip. On my heating element I have 120 volts (element connector to Neutral or ground.
or
I have 240 volts on the main lugs on my heating element.

Do you have 240 volts across the heating element and then when you check from each side of the element to Neutral or ground you see 120 volts?

Was the voltage checked with the unit running or off?

If checked when running check the voltage at the heating element to Neutral with the unit set mid scale of a heating cycle but with the unit not running.

On most units one side of the element is connected to the thermostat’s and 1 or 2 timer contact sets to L1. The motor does not have to run to see the 120 at the element. If there is no voltage there when you do the above test then the problem is in that side of the line. If there is voltage then it could be a problem with the centrifugal switch.

The other side of the element is connected through a centrifugal switch to L2 so the motor has to run for you to see L2 voltage.(120 to Neutral but 240 to L1)
