I have a 1997 GE Oven that does not heat. I replaced both bake and broil elements and the electronic clock control and neither elements will heat. Stovetop works just fine before and after replacing the parts. Before replacing parts the oven would not turn off due to a blown bake element. The problems started when the electricity went out in our neighborhood. After replacing the parts I re-checked voltage and measurements for the outlet were where they needed to be (244 and 122) and the voltage at the bake element was at 124. Not sure where to go from here.
