Oven making buzzing noise

I have a 15 year old Magic Chef gas oven/range. The oven hasn’t worked in over a year but the broiler and stove burners work fine. There is a constant fan like noise emanating from the oven. I took out the bottom drawer and can see that the noise is coming from the part that the gas line is connected to. It looks like a valve or regulator. Is this something I need to be concerned about? There’s no gas smell.

Does it make the noise when your using the gas, or is it all the time even when it’s off?

The noise is all the time even when off.

Is that definitely a lever? I can’t move it.

Yep, that is the gas shut off for the oven.

Sorry, you’re right. I flipped it down but the noise continues.
