Need more info on exactly what it is doing.
Do both elements work?
Does the unit reach the set temperature (come ready)?
Is the temperature always too low?
Is the temperature always too high?
How do you know it is not at the correct temperature?

The temperature inside of the oven is lower than the set point ,checked the inside temperature with two thermometers. Both elements do work, how can i corrrect this problem?

I am assuming that the oven does indicate that it is ready.
The first thing I would check is the oven sensor (item 13 in Section 4.

oven does not come up to correct temperature,and takes about fifteen minutes to come up to 400 degrees, changed oven sensor and it did not correct the problem. thank you for your help.
Sorry for not replying sooner but I was at the lake for a few days.
So oven does not come ready, Correct?
This is important because if it does come ready then there is a problem with the control board as it is shutting the elements off before it should.
If both elements heat up to a red when cycling during preheat and since you have replaced the oven sensor I would say that the most likely cause is the control board but this is just a guess.
If the unit does not come ready but both elements are cycling properly then it is I am at a loss as to what is going on.
How low is your temperature from set point?
It should let you calibrate the temperature plus/minus 25 degrees.
The operators manual tells you how to do this.
