Power Resistor

Let’s try this again.
Sears electric dryer will not prodcue heat.
Tested many candidates such as cycling thermostat/ thermal fuse/ thermal limiter/heating coil. Tested many of these at maximum temperature to ensure they switched.
Noticed that the insulation around the power resistor was discolored and smelled burnt. It still measured approx. 5000 ohms at room temperature.
I recognize that excessive wattage must have been present to cause the higher than normal temperature of the resistor.
I suspect higher than normal voltages or a reduction in the resistance of the resistor at elevated temperature.
What else might lead to this?
Has anyone experienced this before?
Thought this might be a simple fix for a DIY person but not simple yet.
