refrigerator start or run capacitor

I tried to find the "replace compressor start device" mentioned in the forum but can’t, so I have to ask three questions:

  1. Where do I find that posting?

  2. Is the start and the run capacitor the same thing?

  3. My refrigerator quit cooling. I hear the relay click in but the compressor does not start. I pulled a capacitor, AP2071964, thinking it was the problem. It is only 12uF. Then I started reading the forum postings, and wonder if instead I should replace or check the relay or if there is another, higher uF capacitor that I overlooked. Ohmeter shows that the capacitor is not shorted. Anything else I should check or replace?
