The top of the freezer and refrigerator are warm but the bottoms of each side are cold. Turned the dials to a colder setting for the fridge, froze the fruit in the produce compartment. The in-door water doesnt dispense (it worked before) and the ice maker has not worked since we moved in 5 months ago. Is this fixable diy?

You have to do more troubleshooting.
Is the compressor cycling or is it on all the time?
When the compressor and it’s fan are on is the evaporator (freezer) fan on?
It is required to circulate the air in the unit.
If the unit has a vent between the fresh food and freezer side, is the vent clear on both sides?
