Valve Stuck?

Washer dribbles hot water all the time.

Is there an internal valve that could be stuck?

Here are your parts

Yes there is a valve (Item 8 in Section 2)
I would replace it.

I would not replace the water valve, which is the part the hoses hook up to the washer. What you should do first is, turn off the hot water valve behind the washer. Then take the hot water hose off the washer. Then get that hose end that you took off the washer, and hold it inside the washer, and then turn the hot water on, and see if the water comes out good. If not, then there are screans inside each end of the hose, that might be full of sediment. If the water comes out good, then there is a little screen inside the water valve, where you took the hose off at the washer. Get a thin flat blade screw driver, and pop it out and clean it. If all that fails, then order a new water valve. Tom http://www.applianceeducator.com/parts.htm
