Whirlpool clothes washer works fine, except when filling for both wash and rinse cycles, it will only fill to approx the low level. The dial is set to high.
It will finish the cycle this way, it’s just not cleaning the clothes properly.
I can add water with a hose and it will clean properly.
Is this the switch on the top of the unit or something else?

It is probably the water level switch, this part here.
I would first clean out the hose running from that switch to the tub, but when that is a problem the usual symptom is that it overflows.

Replacement pressure switch fixed it.
