It would seem to be the timer. The contacts are probably weak, and contact is breaking. The timer continues to move because the timer motor continues to operate.
No guarantees, of course, but if you want to fix this I would replace the timer and the odds are good that will take care of it.

I would turn the timer to the bad spot, then remove the timer and it’s cover and look for contacts that should be closed, if one or more are burnt= new timer time.
