Water, But No Spin

I turn it on; the water goes into the drum; no spin action. I took off the back panel; I was sure the belt was gone but it’s intact. I have NO CLUE as to what it could be… the drum is not steady; there’s some "bounce" to it; is there a stablizing arm or something (that’s what the boyfriend thinks) any info would be helpful
