Water dispenses slowly and ice-maker is not producing

[SIZE=3]My GE fridge has discontinued producing ice and the water dispenser is dribbling. I replaced the filter 2 weeks ago to no avail. There is a continuous blinking green light next to the ice maker as well. The serial number is DL240772. The fridge is 2 years old. Please advise[/SIZE].

1/ You have to remove 3-4 gallons of water after the water filter replacement.

2/ Blinking ice maker green light means the ice maker is bad and has to be replaced.
