Check that the drain line is not partially clogged with dust bunnies etc. at the drain pan end.
Check that the drip tray under the evaporator coils is clean. Anything that will slow the defrost water could cause icing of the tube.
Sometimes a polished coating of wax on the drip tray will speed up water flow.
Check that you do not have algae etc. growing in the drain tube. This can cause a partial plug. If there is a partial plug use a 10% bleach solution. Run some down the tube, let it sit for 15 minutes and then do it again, letting it sit 15 minutes more. Then flush with water. With luck this will kill and flush out the algae. Wear old clothes unless you are into the bleach retro look. Also be careful to not overflow the drip tray. A turkey baste comes in handy when doing this.
If all the above fail try the following jiggery pokery.
Take a bare copper 12 or 14 gauge wire, snugly wrap one end around the defrost heater a couple times, then route the other end down the drain hole/tube an inch or so. Now when the defrost runs it will also defrost the drain.
Now check you modification.
Manually force a defrost by turning the defrost timer (Item 4 in Section 3) cam. There is usually a hole in the cover to let you do this. When the compressor and all fans go off you are in defrost.
Note: The defrost thermostat must be frozen for this to work as it opens just above freezing and kills power to the defrost heater.
Check that the wire does not get too hot.
