Water pressure from door dispenser

Change my water filter every six months or so with the GE filters that the manual calls for. A week ago I put a new one on and I heard a water hammer type noise when I turned the filter ccw to install. When I got water from the dispenser, the pressure was normal for a second, then started to drop off and the water hammer noise returned. I have tried taking the filter off and refilling it after inspecting it for some damage and reinstalling it. I have tried another filter. But the problem persists. Normal pressure for a second or two, then the pressure drops off and the noise starts. The water never stops all together, but runs very slow. The ice maker works fine, but sometimes when the ice maker fills, I hear the water hammer noise. I suspect there may be damage to the filter head or dirt or foreign matter from a filter in the head. Has anyone heard of a problem like this?
