Broiler does not work but oven does. Also, taking much longer to preheat. Does element need to be replaced. Or could it be a fuse problem or a control panel problem?

It could be any one of the above.
Probably easiest to unplug the stove and remove the broiler element (Item 6 in Section 3) and check it with a meter, should be around 17 ohms.
It is a good idea to clip something (clothespin etc.) to the wires so that they do not disappear into the back of the unit.
If OK then next would be the thermal fuse (Item 9 in Section 3), should be 0 ohms.
If both are OK and the wiring to the element is OK then it is probably the control board.

The broiler element did not work but the bake element is ok. We replaced the broiler element with a new one. Still does not work. If the fuse is bad, would the bake element still be working?

I forgot to attach the wiring diagram so here it is.
As tyou can see on the wiring diagram the thermos fuse just kills power to the broil element.
