Whirlpool Ice Maker with no ice

I have read through most of the posts regarding ice maker problems.

Ice maker stopped making ice a couple of days ago. Water dispenser works correctly.

I tested the voltage at the ice maker between L and N and only get about 20V or so. Checked the meter in an AC plug and it correctly measures 115V.

I was unable to check the solenoid as the plugs are different. Without removing the solenoids it would be difficult to attach wires to the solenoid.

If I open the freezer door, the red LED light is blinking red blink, blink then a brief pause.

I also noticed that the large white gear on the ice maker is cracked at the shaft. It seems that the gear would still turn the shaft but probably needs to be addressed even if it isn’t the cause of the ice maker not working. Is the gear available separately.

I have reread the pertinent threads, It would appear that since I don’t have power at the L and N terminals that the problem is with the optics board. Is there a way to bypass the optics termporarily to confirm that everything else is working?
