Whirlpool washer won't spin

Machine will not spin. I took it to my brother’s today to troubleshoot, and it was not hooked up to water. We followed the troubleshooting guide (part no. 3968687)

-It is not the lid switch
-The belt looks fine
-The water level switch seems fine
-We checked the Cycle & Temp switches using an ohmmeter – they seem to be fine
-We checked all the harness pin nos according to the manual…they all seem to be fine

Also, while doing tests today, it seems it won’t agitate now. But we didn’t have water in the machine….should that matter?

So we’ve narrowed down the problem to replacing the control board (part # 3970630).

But the part is almost $200 and not returnable because it is an electrical part. (If it doesn’t fix the problem, we wasted $200.)

Is there anything else we should do to determine if this is the problem?

Also, I read somewhere that the spin basket may be seized…how do you check this?

Thanks so much for your help…we’re desperate to fix this because we live in a motorhome and we can’t find another washing machine to fit in the tight space!
