I took the dryer apart to work on a blown heating element and found a large felt pad (roughly 21"x11" laying loosely between the motor and side wall. I don’t think it belonged in that position, but can"t see where it belongs. Any ideas?

I think you are looking at Item 17 in section 02.
There may be one of these on each side of the dryer.
You can glue it back on with silicone sealant ot contact cement etc.
